Since its formation as a public entity in October 1992, Metropolitan Domestic Water Improvement District has sought to provide quality water to its customers at a reasonable price. The District, commonly known as Metro Water District, was created by the Pima County Board of Supervisors as a result of a thorough review process and the purchase of the assets of the former Metropolitan Water Company. The Board of Supervisors also appointed the District's original Board of Directors. Subsequent members of the Board have been elected to four year terms by the customers of the District in open elections.
The District's Board of Directors authorized a water system management plan to evaluate existing and future infrastructure needs. The water system management plan serves as a basis for the District's extensive capital improvement program, particularly for a specific five-year capital improvement program that was developed. Due to the lack of maintenance and long-range water planning by Metropolitan Water Company, the District is aggressively repairing and replacing critical water mains throughout its distribution system as well as planning increased storage capacity. The District has constructed a one-million-gallon reservoir and has awarded a contract to construct a five-million-gallon reservoir.
The District covers a twenty-six square mile area in the northwest region of the Tucson metropolitan area (Click here for a map of our service areas). It has approximately 16,000 customers and provides water to 45,000 people. The District services primarily residential areas although there are a growing number of commercial facilities.
The District has been instrumental in promoting the concept of recharging (placing water in a river bed or basin and allowing it to filter naturally down into the groundwater) untreated CAP (Central Arizona Project) water. It conceived and advocated the concept of a replenishment program that would recharge CAP water in the Canada Del Oro basin and Lower Santa Cruz River. In August 1996, the District, along with Central Arizona Water Conservation District and BKW Farms, began the Avra Valley Recharge Project, the first recharge project in Pima County to use CAP water. Local, state and federal funds have also been combined to conduct a feasibility study of this Northwest Replenishment Program which has been in progress since last summer. Recharging of untreated CAP water is actively being explored by the District as a means of accepting CAP water directly into its system through recharge and recovery. A number of benefits would accrue in the form of recreation, environmental enhancement, and reparian protection.

1st Tier: (1 - 12,000 gallons per month) $1.98 per 1,000 gallons
2nd Tier: (12,001 - 20,000 gallons per month) $2.88 per 1,000 gallons
3rd Tier (20,001 - 32,000 gallons per month) $3.62 per 1,000 gallons
4th Tier (32,001 and above gallons per month) $4.82 per 1,000 gallons
Commercial and multi-family customers pay the same rates; however, the rate schedule is equated to their larger meter sizes. In other words, the base rate increases per the size of the meter.
A one time "hook up" fee is collected for each new meter connection to cover system development costs and ensure that growth does not negatively impact the water system. The Board of Directors approved at the April 14, 2004 public hearing an increase from $1,000 to $1,300 for the system development fee.
